Renewable energy in Portugal

The government wants 45% of the country’s electricity to come from renewables such as wind, hydro, and solar by 2010. “This challenge will create a new industrial revolution,” said Portugal’s economy minister.     How would the loss of the River Tua valley to the dam affect lynx habitat? Are there lynx currently living there? Could the dam be challenged on those grounds?
